With over 90 percent of those involved with SAR being unpaid volunteers, the recruitment, development, and retention of those volunteers is crucial for an effective and robust SAR sector. Youth Search and Rescue (YSAR) was formally established in 2009, with the purpose of training the next generation of SAR responders and emergency management volunteers.
